Downtown Lighting and Signals Upgrade

4th Avenue Signals and Lighting Upgrade,
L Street to G Street
(Project No. 24-06)

This  project is part of a larger multi-phase project to upgrade traffic signals and lighting in downtown Anchorage. The purpose of this 4th Avenue, L Street to G Street project is to upgrade street and pedestrian lighting and traffic signals, by replacing deteriorating and substandard lighting and signal poles, foundations, junction boxes, conduit, wiring, load centers and controller cabinets. The new energy efficient LED street lighting and signal equipment will improve lighting levels and quality, reduce future maintenance and operations, improve operational reliability, conform to current standards and codes, and improve safety. In addition, this work will improve pedestrian accessibility by replacing sidewalk and curb ramps to meet current Americans with Disabilities Act (ADA) guidelines and improve the public streetscape to create a vibrant, walkable, and winter-friendly environment.

Specific improvements for this project will include:
  • Removing and replacing the traffic signal systems at I street and H Street
  • Replacing street and pedestrian lighting
  • Replacing sidewalk and curb ramps to meet the current ADA criteria
  • Replacing the asphalt pavement
  • Replacing storm drain pipe and other drainage improvements
  • Upgrading the tree wells to promote healthy tree growth
  • Replacing the traffic signal interconnect system
  • Replacing electrical load centers

Project Update

Status of 4th Avenue: G Street to E Street project
The 65% complete design package was submitted in February 2023 (Click here to review the current progress drawings.)The project team has been coordinating with the Block 41 developer and has paused the design efforts so Block 41 can be constructed before new streetscape elements are installed. This will reduce the likelihood of damage to new public facilities while the site is developed. Current expectation is for 4th Avenue, G Street to E Street to be constructed in 2030. Construction is intended to be substantially completed in one season.

Status of 4th Avenue: L Street to G Street project
The Concept Report has been submitted to the Planning and Zoning Commission. The project team is working on 35% complete design plans. When these are completed, they will be posted to the project website and presented to the Planning and Zoning Commission. The final design documents will be completed in spring 2026 and Phase 1 of the project will be bid in the summer of 2026. This will allow the contractor to order materials with a long lead time, such as signal and lighting poles, in advance of Phase 1 construction beginning in 2027. Phase 1 construction can then be substantially completed in one season. Phase 2 will follow a similar approach with construction in 2029.
